You can start with the local grocery stores and some restaurants. It would help you expand into hot houses.
As far as the state is concerned, go to your state.gov. You should be able to negotiate your way to the correct info. But I would imagine that you’re okay. After all, look at the farmer’s markets. Those guys don’t look to be concerned about state regulators.
Also, go to your county extention agent. He or she can fill you in on farming requirements.

Yes – initially it would be a hobby – and you would not get taxed on it.
If you grew bigger, advertised, had formal processes in place then you need to concern yourself with those issues.
